Esther 8:13 A copy of what was written was to be issued as a decree in every province, being publicly displayed to all peoples, and the Jews were to be ready on that day to take vengeance on their enemies.

Posting this publicly would not just spread the word to all the Jews but would also act as a warning to all those who would come against them that they would be met with heavy resistance. Thus, similar to how Haman sought to strike fear in the eyes of the Jewish people, Mordecai sought to strike fear in everyone else so that Israel would not be attacked. And this fear would not just come from the edict – everyone everywhere would hear of Haman’s execution, Queen Esther’s nationality, and Mordecai’s royal promotion.
